CHECKING IN AT THE LEGISLATURE:
ECONOMY UPDATES

Dear Friends and Neighbors,

We are 11 days from Election Day, and I thought it would be helpful to share a list of numerous election laws we have passed in Utah. We've made dozens of changes in the Legislature to secure the privacy and validity of ballots being counted. Click here to read the attached document about the high standards of accountability we hold.

In this issue, you will also find multiple reports of the Utah Legislature's conservative, accountable, and transparent fiscal policies, and their results that may be helpful for you to know.

Remember to get out to vote!

Warmest regards,

Melissa

Economic Growth for Davis County

Our legislature has been hard at work looking for new ways to simplify and streamline the appropriations process and investments to improve our state.

Utah is home to many business owners, entrepreneurs, and other extremely hard-working people and the rest of the nation has taken notice. Our state has been rated as the #1 overall best state according to the U.S. News with our economy coming in at #2 as per the report by Wallet Hub.

The Top 5 Questions Answered by the Fiscal Health Dashboard

Thanks to this dashboard developed by the Legislative Fiscal analyst, legislators and constituents can learn more about Utah's current and long-term financial position.

Here are the top five questions it has answered:

1) How close is the state to its constitutional debt limit?
The state is at about 14% of the constitutional debt limit, as of FY 2023.

2) What’s the balance of the Permanent State School Fund (Trust Fund)?
As of FY 2023 close out, the fund balance was almost $3.1 billion, sitting squarely in the green section of the fiscal health gauge.
3) Did the General Fund have a surplus in 2024?
The most recent information for FY 2024 indicates that the General Fund collections were slightly ahead of revenues, by roughly $30 million. Revenues for FY 2024 are still preliminary, and will change after the final yearend calculations made by the Division of Finance.
4) Are we spending more on Higher Education than ever before?
In FY 2024, state expenditures on Higher Education were 27% lower than the previous fiscal year.
5) How much does the state have in our Rainy Day fund?
The Reserves tab includes both traditional and working rainy day funds. Working Rainy Day funds include things like cash-funded buildings and roads, which could be replaced by borrowing if the state required additional revenue in the event of an economic downturn.
